Meta Ads 2026: Facebook and Instagram ads that bring leads
By Çağhan Peker · · 7 min read
Meta Ads are paid ads you run through Meta Ads Manager on Facebook, Instagram, Messenger and the Audience Network. For local businesses they are especially useful for reaching people within a defined radius before they actively search, and for bringing previous website visitors back through retargeting. What turns them into enquiries is the right campaign objective, creatives in the right format, clean tracking based on consent and enough time for the learning phase.
What are Meta Ads and where do they appear?
Meta Ads is the umbrella term for advertising across all platforms owned by Meta. You build campaigns centrally in Ads Manager and decide whether the ads appear on Facebook, Instagram or both. When people talk about Facebook advertising or Instagram advertising today, they almost always mean the same system.
The big difference from Google Ads: on Google you respond to a search, on Meta you reach people while they scroll through their feed. Meta Ads create demand rather than just capturing it. For a café, a studio or a trade business, that means you get seen before anyone even searches for what you offer.
The main placements at a glance:
- Facebook and Instagram feed: the classic ad between posts, as an image, video or carousel
- Stories: full-screen vertical, short and quickly swiped away
- Reels: short vertical videos on Instagram and Facebook
- Messenger: ads in the inbox or as the start of a chat
- Audience Network: delivery in third-party apps outside Meta
Which campaign objective is the right one?
The campaign objective tells the algorithm what to optimise for. Meta shows your ad preferentially to people who are likely to take exactly that action. A wrong objective is therefore one of the most common reasons campaigns bring plenty of clicks but hardly any enquiries.
For local businesses these objectives matter most:
- Leads: when you want enquiries, either through an instant form inside Facebook or Instagram or through a form on your website
- Sales: when a purchase, booking or enquiry on your website is measured cleanly with the pixel
- Traffic: when as many people as possible should visit a specific page, such as a new menu
- Awareness: when you want to be visible in your area, for example for an opening
- Engagement: for messages, calls or reactions to posts
How do you reach the right audience?
For local businesses the foundation is almost always location. You can choose an address with a radius, a city or individual postcodes. Add age, language and interests where useful. Narrowing too much often does more harm than good, because it leaves the algorithm too little room.
Meta has been leaning heavily on automated audiences for some time. With Advantage+ audience you provide suggestions, but Meta may look beyond them where better results are likely. Hard limits such as location or minimum age still apply.
- Location and radius: essential for local offers, ideally matching your real catchment area
- Interests: a hint for the algorithm, not a rigid boundary
- Custom Audiences: your own audiences built from website visitors, Instagram or Facebook engagement, video views or customer lists
- Lookalike Audiences: people similar to your existing customers or leads
- Advantage+ audience: automatic expansion based on your inputs
How does retargeting with Meta Ads work?
Retargeting means reaching people again who have already been in touch with you. Anyone who visited your service page, watched most of a video or interacted with your Instagram profile already knows you. A second ad with a concrete offer, a review or a clear next step reminds them at exactly the right moment.
Technically, retargeting is based on Custom Audiences. For website visitors you need the Meta Pixel or the Conversions API; for engagement on Instagram and Facebook, the data Meta already has is enough. Important: website visitors may only be added to an audience if they have consented first.
Don't simply show the same ad again in retargeting. A message that builds on the previous contact works better, such as the answer to a typical question, an example of your work or a direct route to booking an appointment.
Which creatives work on Facebook and Instagram?
With Meta Ads, the creative is often more important than any setting in Ads Manager. The algorithm increasingly finds the audience itself, but whether someone stops scrolling depends on the image or video. Real photos from your business usually come across as more credible than interchangeable stock images.
Deliver every ad in the right formats. In the feed, square (1:1) or slightly tall (4:5) visuals work well; Stories and Reels need full-screen vertical (9:16). In Ads Manager you can assign a separate visual to each placement instead of letting an image be cropped automatically.
- Hook in the first seconds: the core message or strongest image belongs at the start, not the end
- Understandable without sound: subtitles or text overlays, because many videos play muted
- One clear call to action: send an enquiry, book an appointment, get directions
- Test several variants: different visuals and openings so Meta can deliver the best ones
- Copy and goal match: whatever the ad promises, the landing page has to deliver immediately
How do you set up GDPR-compliant tracking?
Without measurement, neither you nor Meta knows which ads bring enquiries. There are two building blocks: the Meta Pixel, a script on your website that records events in the browser, and the Conversions API, which sends events directly from your server to Meta. Together they provide more stable data, because browser restrictions and ad blockers often leave gaps when the pixel runs alone.
Legally, the Meta Pixel is not technically necessary. Under Section 25 of the German TDDDG (formerly TTDSG) and the GDPR, it may only load after active consent in the cookie banner. The same applies in principle to the Conversions API when personal data is passed to Meta for advertising purposes. Your privacy policy must describe the processing openly.
- Load the pixel only after consent, never beforehand
- Tie the Conversions API to the same consent
- Define the key events, such as a submitted form or a tap on your phone number
- Avoid double counting by deduplicating pixel and server events
- Update your privacy policy and cookie banner to match the services you use
How much budget do Meta Ads need?
You set the ad budget yourself, as a daily or lifetime budget, and it goes directly to Meta. There is no single minimum budget that suits everyone. What matters is that the budget fits the objective: a leads campaign needs enough room for enquiries to come in regularly at all.
Every new ad set goes through a learning phase. During this time Meta tests who should see the ad, and results fluctuate more. Major changes to budget, audience or creative can restart the learning phase. So allow a few weeks before you judge a campaign, and don't change something every day.
The cost of agency management is separate. At Clieni Media we discuss it in the initial consultation, depending on scope and goals.
What are the most common Meta Ads mistakes?
Many problems are caused not by too little budget but by fundamentals that aren't right. These are the mistakes we see most often:
- Relying only on the "Boost post" button, without a campaign objective or tracking
- Choosing traffic as the objective when you actually want enquiries
- Using a single visual for all placements that gets cropped in Stories
- Narrowing the audience so much that hardly anyone is left
- Judging campaigns after two or three days or constantly rebuilding them
- Loading the pixel without consent or not setting it up at all
- A landing page that doesn't match the ad or works poorly on a smartphone
When does a Meta Ads agency make sense?
An agency is worthwhile mainly when you lack the time or experience for setup, tracking and ongoing optimisation. Combining campaign structure, creatives, landing page and legally sound tracking is hard for many businesses to manage alongside day-to-day work.
When choosing, make sure the ad account and pixel belong to your business, you can see the numbers at any time and it is clear which services are included. As an agency based in Berlin, we manage Meta Ads for local businesses and SMEs, from setup to ongoing reporting. If you would like to know whether Meta Ads suit your offer, write to us via Contact.
Frequently asked questions
What is the difference between Facebook advertising and Instagram advertising?
Technically none, both are created in Meta Ads Manager. For each campaign you decide which platforms and placements the ads appear on. The differences lie mainly in user behaviour and suitable formats.
Is boosting Instagram posts enough?
For more reach on a single post, yes. If you specifically want enquiries, a campaign in Ads Manager is the better choice, because there you set the objective, audience, formats per placement and tracking yourself.
Do I need a cookie banner for Meta Ads?
Yes, as soon as you use the Meta Pixel on your website. Under the TDDDG and the GDPR it may only load after active consent, and your privacy policy must describe the processing.
How long does it take for Meta Ads to deliver results?
New ad sets first go through a learning phase in which results fluctuate. So don't judge a campaign after a few days; give it a few weeks without major changes.
What is retargeting in Meta Ads?
Retargeting reaches people again who have already been in touch with you, for example through your website, a video or your Instagram profile. It is based on Custom Audiences, and for website visitors only with their consent.
What does Meta Ads management cost at Clieni Media?
You pay the ad budget directly to Meta and set it yourself. The cost of our management depends on scope and goals; we discuss it in the initial consultation.
